The NFL ad "It's so hard to say Goodbye" (number 28 on that list unless it moves) was a contest winner. The NFL ran a contest for fans to submit an ad that would be produced and aired during the Superbowl (CBS was charging as much as $2.6 million for a 30 sec spot). This ad won and was submitted by a guy who grew up just outside Buffalo, NY. Go Bills!.

For thsoe of you who don't follow american football, the guy tossing the ball in the air at the very end is Brett Farve, a future Hall of Fame quarterback who is having a very hard time retiring. He keeps coming back for just one more year and can't call it quits. I'm sure Bloodshead could fill you in more if you want.
